turbo problems

when i hit 20 lbs boost my gauge drops to 0 and i run like i have no charger at all. i took the charger off i have oil in the compressor side but not the exhaust. what would be causing the drop to 0 psi. this doesn't seem like the oil in the compressor side would cause the turbo to fall off the table and not work. runs fine as long as i'm under 20 lbs boost. what do you think this could be?
 
How is your wastegate blocked off? Is the gate hanging open?
 
it does the same thing if the waste gate is blocked or open.
