12v's are tough anyways, time at an EGT is more important than hitting a number briefly and getting out of it. Cummins says 1250* pre-turbo all day long.

Yes EGTs are very controllable. I honestly swapped cams because the rebuilt motors cam was lazy below 2000 RPMs so I gained alot after the swap. As far as turbos go yes a S475 under the 362 will cool things down alot. The small turbo gets things moving and then the big boy will really move some air at speed. The whole thing is a game of moving air efficiently and boost is just a restriction. The same volume at a lower boost number will run cooler and make more power.
 
Go with a T6 1.10 475 if you can, it'l cost more up front but it's worth it, the 1.32 was too lazy for me on my setup. Could also go with one of the T4 options as well
