Twins tunning help!! Please!!

I Still have a few more questions, when i just ease into the throttle the top turbo will be at about 20 psi and the bottom starts to come on and will slowly go up to about 5-8psi and drive pressure will be close to even. then as soon as i give it a little more it will just fall off and drive pressure goes up, or if i just get on it from a stop the big turbo wont come on at all with drive pressure way up there. So basically if i give it very much gas it wont light. Whats the deal is my wastegate rod shortened to much? Thanks for all the help!!
 
gate is adjusted all out of whack. lengthen the rod back to where you started, and then bottom the adjusting screw in the boost elbow and then back off 1 turn and test it out. adjust from there.
