Why cant I build more than 32psi of boost

This is my first post on this site, I post on other cummins sites and just cant figure out what is going on with my truck. I run my smarty on level 5 when towing 30-32 psi is all it will make as far as boost. I checked the rail pressure the other day and thought it was low. 5200 idle 12500 cruising and 20000K full throttle changed out pump and put arson kit in same thing. I run a adjustable regulator on my lift pump and have it set at 25 psi. I have pressure tested the system until Im blue in the face and cant find any leaks. Here is what Ive replaced since Ive been having this problem truck has no codes in it.
Map sensor
Fuel rail pressure sensor
had ecu reflashed
f-1 injectors
Ive had 2 different turbos on it
intercooler
cp3 pump
intercooler boots
What am I missing? Im at the end of my rope with this thing. When you hit the accelerator hard it will roll smoke for a little while then nothing it actually acts like it is defueling. It also did this when I still had my edge on it also.

Do you have the wategate option on the Smarty shut off?
When you replaced the turbo, did you replace it with another stock turbo?
What are you using for a rp gauge?
What version of software are you running on the Smarty?
Any tranny slipage?
Ever had the truck on a dyno?

It sounds like your truck is running fine, you just dont have a lot of mods. $.02
 
The wastegate option is shut off. I took off a aftermarket 62 and put a he351 on trying to diagnose the problem. I had a 06 before my 03 and it would run 40+ all day long. When I checked the rp I was using a snap soulus scanner. I also had my arson III kit in and the rp set to 3 on the smarty. Ive never had the truck on the dyno. The 32 psi is acheived with the wastegate pinched off. If I unpinch it I only make about 20.
 
By the way I have my rail capped. And when it is making boost the autometer boost guage is jumping all over the place.
 
The Smarty is probably fooling the Solus, and 03s take a little more drive to make power than a 06. I would put the 62 back on, and turn the Smarty up if you want more power. What version of software do you run in the Smarty? standard revo, revo tnt, ect?

Standard revo V 4.14A D:R 1.15. Thanks for the welcome. It just dont act like it is getting the fuel it should. I pull commercial and tow a 46ft enclosed trailer so I need all the power I can get. I also found that according to the guages I cant get over 1200 egt and I still have stock exhaust. I just dont think it is getting enough fuel.
 
Was that 1200* max with the 62 or a stock turbo? Upgrade to TNT programming, you will see a difference. Also where is your pyro probe mounted, pre or post turbo?
 
Im going to reprogram my smarty tonight to tnt I hope it is not to much for my trailer towing.
 
The other thing that ticks me off about this truck is I sold my edge with attitude to my buddy that has a bone stock 03 still has stock lift pump everything. He ran it on the 5 setting and his truck zings right up to 43 psi where mine only made 32 with that set up also.
 
Mine wont go past 35 psi with smarty. Thats with a quad boost fooler. I will have my trans this week and turn it up a bit to see if it will add some psi but who knows.
 
I was going to update my smarty but having trouble with getting the drivers installed on my computer.
 
not to but in but i have the same problem . i got a 04.5 run smarty tnt an use to hit 40-45 psi all day long put in 90 ddp now all i hit is 35 psi but smokes alot solid stream
