Why cant I build more than 32psi of boost

Before I changed out my cp3 I was at 5300 idle 12500 cruising and 20K wot. I have changed out my cp3 since I checked it and will have to check it again. I checked it with a snap on soulus scanner. I was towing with it today, when you first pick up the throttle it smokes a little then no smoke at all. I have my fuel pressure going up to the fuel filter set at 25psi at idle. I will be getting a rp guage but I have been spending all my extra cash on trying to fix this problem.

Not trying to hyjack but i just got a smarty so6 pod and i cant make over 25 psi for boost, my edge would do 35?
 
Im just wondering if the automatic trucks fuel different, my buddies 03 stick truck would whip mine and his has less mods but he makes 10 more pounds of boost. Maybe a different ecm or program?
