Do We have any Cummins Techs on the Board?

If its a rotary mechanical pump, I say Injection pump shaft seal leaking in to the gearcase, down to the case. Those are pencil type injectors. Little to no chance they are the cause of fuel in the pan.

Pull the cap in front of the injection pump gear. Use a mirror and light to see if there a fuel trail behind the injection pump gear running down the case. It'll be the clean streak. Turn the engine by hand to move the gear to align one of the holes down to see through it to the case.

That's where I'd start looking.

Preferably the fuel system side of the engine.
 
Fuel in oil

Do you have a mechanical lift pump ,about half way back on left side of block.
Runs on cam. I have seen thoughs leak internally.
