The governor should still just limit RPM and maximum fuel quantity.

we;re not on the same page here.

if you gut the blower. what spins the governor. or did someone fashion DDEC controls and electronic injectors.
 
there's no way a 2 stroke diesel will run without a blower, im calling bullsh!t.....pics or it didnt happen
 
Not sure why anyone would want to put that much time and effort into a 2 stroke Detroit, all they are good for is making noise, it would be a little different if you were talking about a 12v71 or something neat.

The 3406A is a good motor, and that prolly isn't a bad old truck.

There is no nicer noise on the planet. Put jakes on it and I would take a 2-stroke Detroit over any engine in the same power range. Hell if I had the resources I'd happily swap a 3-53T into my Mercedes.
