Crank but wont start

Got a 2000 powerstroke that will crank but wont start. Anyone know what the voltage to the injectors should be?
 
Well, i disconnected the harness from the valve cover and spun the engine over and only got a reading of millivolts. Does the injector harness need to be pluged in while testing the voltage? I could back probe and test that way too. Did plug in the scan tool, and it had a few codes, P1210 injcector control pressure high, p0603 Internal control module KAM malfunction, P1280 Integrated panel circuit out of range.
 
I know its petty. But is it full of oil, and is the oil to the top of the HPOP resi. Weve had a few truck some reason outta the blue the resi. drain back and it wouldnt fire the injectors. Filled em up to the top, cranked a bit and they fire.
