Not on mine. You can see the emergency flasher button in this picture.

on the 97 its offset i just took a look at mine, and the one i seen in summit was for a ford. i might make one to go where the cup holders are and remove the middle seat and put a regular console in
 
if i mount it is the cup holder slot then when i go through inspection i could put something overtop of it and they wont say anything about it but on the a pillar they say its a distraction and will fail me
