Would that be better than like a mbrp turbo back system

Brands really make no difference if you are looking for a true straight piped exhaust. It's all mandrel bent tubing. 4" straight pipe turbo back systems in aluminized can be had for under $300. If it were me, I'd skip the brand name, save the money and put it into something else for the truck.

should i keep the muffler and cat?

muffler is mainly what your personal preference is of the trucks sound. Cat's are very restrictive and in a short time will be destroyed with a tuner.

When I installed my MBRP, I installed the cat delete and the muffler with it... the next day I took the muffler off and it has been that way since. Check out my sig, that should be everything you need. Headstuds are no "needed"

i believe as of now, if the truck came with one, you have to have it on when you take it to get an inspection..
