To add... check fuse 12 behind the fuse panel on the driver's end of the dash...

i checked voltage in pin 16... and it didnt have enough juice to light my test light up but if i check it under the hood on a batery my test light wrks fine....

fuse 12 is good... replaced it with the radio fuse and it wrks fine.... still no obd2 port....

Check the back of the pin for voltage... if still no voltage, follow the wire back to the fuse box till you find it. There's a connector according to the diagram between the plug and fuse somewhere. Check something else with your test light using the same ground to verify your groind is good.
