sleve a cracked block

I know it would be hard to get a drill down the cylinder but if you where able to cut a drill bit so its really short and a right angle would you be able to lock-n-stitch the cylinder than put a sleeve in the cylinder. I realize you could probably get a block cheaper than what the machine work would be, but would it work.
