Cant figure why my truck wont start. Out of ideas Please help!

My rail pressure is 5k as soon as the gauge lights up and sweeps to about 7k at idle when it resets once the engine starts (key power cycles). 1K is not going to pop and get it started.
 
did you ever get this fixed??? I have a buddy with a 03 ho with the exact same problem. we have tried every thing you have tried and no luck.
