It depends what the build is on that particular charger but it very well could have a carbon seal in the front side. Those are known to fail if you sneeze at them wrong. I certainly would not be surprised if the turbine wheel is burnt up or has seen a foreign object in its day. Doubtful on the carbon seal that late but we have seen some weird chit and CAT part numbers have only proven to determine housing and wheel sizes in those vintage.
